so, now I run simulation tests with 59.94 fps media in a Premiere sequence with same timebase and export as MPEG2-DVD with preset PAL DV Wide Progressive, then import into an Encore project settings with authoring mode DVD with PAL standard and am unable to see your issues. My video and audio match time length.
I am able to see Encore not match video and audio time length when I am exporting Premiere sequence for Blu-Ray and authoring in Encore as Blu-Ray, so I was expecting to see similar audio and video lengths differ with Encore DVD.
If I was able to see my Encore dvd project interpreting the video and audio time length differently, I would still be trying to find a work around, but Premiere/Encore are matching for me at present.
My first testing with simulating your project, was showing me video and audio not matching time length, but I was still in my Encore Blu-Ray authoring by mistake and importing the DVD media into it. I statrted a new Encore project with authoring as DVD and all test medie matches.
