Yes that is the problem. I used CC menu Help>Updates and the Adobe Application Manager back the tried to update CS6 as well as CC. I did not use CS6 menu help Updates. IMO the was a BUG. Now Adobe Application Managed has been moved into the Creative Cloud Desktop Application and would most likely fail the same way. To resolve the Problem I had to set up a separate machine for perpetual CS6 and not install any Creative Cloud software on that machine. On that machine when I use CS6 menu Help>Updates only ACR has been updated to the crippled ACR 9.1.1... CS6 remains at version 13.0.1.3...
It would be better if Adobe cared about keeping Photoshop versions compatible. Here CS6 version 13.0.1.3 and CS6 version 13.1.2 are not even compatible. Same name but different version of Photoshop.
