Please try the following steps:
-Uninstall the Adobe CC desktop app (https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html)
-Reboot the machine.
-Install the latest version of Adobe creative cloud from the link: Creative Cloud Help | Creative Cloud for desktop
Once installed, you can access the Creative Cloud desktop app by clicking the Creative Cloud icon, located in the taskbar (Windows) or Apple menu bar (Mac OS).
