There are two resolution involved. The blank paper has a resolution and some numbers of pixels. Resolution is Print Pixels size. Like wise your image document also has a resolution and some number of pixels. Photoshop will preserve the image quality when dragged in the the blank paper document. That meant the image actual pixels will be dragged in. No resizing to match resolution and preserve size. If both document have the same resolution you will not see any change in image size. If the document have different resolutions you will see a change in image size. The image will either be larger or smaller then the image document print size..
If the blank paper document is an 8" x 10" 300DPI document its has 2400px by 3000px.
if the image document is an 8" x 10" 72DPI document it has 576px by 720px
When the 576px by 720px are dragged into the 300DPI document the image size goes from 8"x10" at 72DPI to 1.92" by 2.4" at 300DPI.
DPI is pixel density = pixel size. 300DPI pixels are 1/300"x 1/300" and 72DPI pixels are 1/72"x1/72" they are much larger them 1/300x1/300
