Why? (in LR6 only)
1. Lightroom is on two computers "A" & "B" registered with Adobe.
2. You install and try to activate on a third computer "C" (This could be a re-install on a crashed "A" or "B" )
3. If you "Continue" to activate "C"- Adobe will De-Activate both "A" & "B" in your registration ID details.
4. Next step will be to also activate only ONE of the computers "A" & "B"
You will then have "C" & "B" or "C" & "A" ie. Two installs activated.
On-line activation is Adobe's new method of ensuring a user only ever is allowed two installs of the software.
In the notes quoted from The Lightroom Queen blog site-

- Activation
- Lightroom now requires online activation.
- You can have 2 machines activated at a time. If you try to log in on a 3rd machine, it asks if you want to deactivate the other machines remotely, so you don’t have to remember to deactivate or go through a nightmare phone procedure to unlock it.
